According to Boxingscene and confirmed by Clottey himself, Joshua Clottey has turned down 650K to fight Paul Williams on December 5th...
Seeing that Clottey won't be fighting Quintana or anybody, it's kind of hard to justify turning down the payday offered by Team Williams, especially since it's more money than Clottey made to fight Cotto, he does have about 5 weeks to prepare and he was already training for the Quintana bout...

Yea he has only five weeks to get ready or this fight. Not enough time to get ready for this type of fight.

5 weeks is plenty of time considering that he was already in training for Quintana....He just didn't want to fight Williams unless there was enough money in it for him to get his butt whupped...

I would have to agree, he's already into some sort of routine, he can train the rest of 5 weeks with tall sparing partners. Clottey clams up when attacked and Williams is a veeeeeeeeery busy man in the ring. Clottey has an awesome chin, but can be banged beyond recognition by the accumulation of punches coming from Williams in every round.

Clottey knows he'll get battered by Williams.
Martinez sees the window of opportunity but is considered a threat for Williams.
Dzinzurik fight will be confirmed next week.

He stopped training for that fight since it was cancelled. He has been calling out PauL Williams. And Like Clottey said why didn't go straight to him instead of waiting last minute to fight him.
I don't think Clottey is afraid. He said if they push the fight back a couple weeks he will take it. So it's not about him not taking the fight. He wants and full 8 weeks of training. To fight Paul Williams who has been training for the longest time!
